Buyers gain leverage as the 30-year holds at 7.46%

Realtor.com's Q3 Market Clock tilts toward buyers, builder spec inventory runs heavy at some names, and core PCE and the Fed set the week's tone.

Monday, October 19, 2026 30-yr 7.460%10-yr Treasury 5.096%

Monday opens quiet on the policy wire and steady on rates. Bankrate's 30-year fixed sits at 7.46%, the same level it has posted since October 15, and the 10-year Treasury opened the week at 5.10%, essentially where Friday left it at 5.09%. The most useful read this morning comes from Realtor.com's Q3 Market Clock, which puts the national market at 4 o'clock and says about two-thirds of the top 100 metros favor buyers or are moving that way. Realtor.com frames it as a trade-off: with rates above 7%, buyers gain negotiating leverage while losing purchasing power.

The builder side lines up with that. HousingWire's look at inventory-to-backlog ratios ahead of Q3 builder earnings runs from 0.44x at NVR to 3.09x at Century Communities, and flags spec-home risk and margin pressure into Q4. A builder carrying more finished inventory than sold backlog has a reason to talk incentives, and a buyer holding leverage in a buyer-leaning metro has a reason to ask. Putting a rate buydown next to a price cut, in monthly-payment terms, is how that leverage becomes a number the buyer can act on.

On rates, honest framing: Bankrate's 30-year is up from 7.12% on September 19 to 7.46% today, though it has eased off its 30-day high of 7.57% on October 12. Freddie Mac's weekly PMMS read 7.40% on October 15, 0.45 points above where it stood a month earlier. The VIX opened at 18.6, down from 19.99. The week's calendar does the talking from here: housing starts and permits are due by October 20, jobless claims and the next PMMS land October 22, new home sales fall in the October 23–26 window, and core PCE in the October 23–30 window, which overlaps the October 27–28 FOMC meeting (no dot plot at this one). Core PCE and the Fed decision are the two scheduled items to build lock-or-float conversations around this week.

Industry and regulatory notes: NMLS posted the preliminary agenda for its 2027 Annual Conference & Training, February 9–12 in San Diego, and the NMLS annual renewal period opens November 1, so renewal reminders to your team are timely now. The UAD 3.6 / new URAR mandate arrives November 2. HousingWire walks through what HUD's October 14 Mortgagee Letter opening FHA's 221(d)(4) and 223(f) multifamily programs to build-to-rent communities means in practice. In reverse, Access Home Lending's Adam Ennabe laid out plans to grow wholesale reverse through the broker channel, and a Longbridge survey of more than 2,000 homeowners found 47% retirement confidence among ages 55 to 64. And in California, voting on new housing reform ballot measures is underway, with other states opening early voting later this month.

pull every active purchase pre-approval and run a side-by-side at today's 7.46% showing a seller-paid buydown against an equal-dollar price reduction, so the leverage Realtor.com describes becomes a specific ask in your buyer's next offer.
